Privacy, AI, and Data Policy
This policy explains how Luminari handles AI, student data and family privacy and outlines our billing terms and institutional status as a homeschool school of record.
1. AI Transparency (California SB 129)
Luminari is a proprietary cognitive kernel built on a model-agnostic architecture that curates personalized curriculum pathways, keeps records in real time & follows state compliance. These systems are built to amplify human curiosity not replace it. All data is handled by a human in the loop. In accordance with California SB 129 we disclose that AI supports the complexity of compliance and curriculum curation while all final academic decisions remain under the authority of the Sovereign Parent.
2. Children’s Privacy (COPPA)
Luminari does not knowingly collect personal data from children under 13 without verified parental consent. All student accounts must be initiated by a parent or legal guardian. We practice strict data minimization and collect only what is necessary to maintain complete and audit-ready school records.
3. Privacy & Data Rights (FERPA & CCPA/CPRA)
Student Record Security Because Luminari receives state scholarship funding, student educational records are protected under the Family Educational Rights and Privacy Act (FERPA). We maintain and protect all student records in full compliance with FERPA requirements.
Your Rights as a Parent You have the right to inspect and review your child's educational records at any time. You have the right to request corrections to records you believe are inaccurate. To exercise these rights contact us at hello@luminari.school.
California Residents (CCPA/CPRA) California families have the right to know what personal data we collect and how it is used, the right to request deletion of that data and the right to non-discrimination for exercising those rights.
No Sale of Data Luminari does not sell or monetize student or family information. Data is shared only with state agencies as required for mandatory compliance and scholarship program filings.
4. Subscription, Billing, and FTC Compliance
Luminari follows FTC guidelines for subscription transparency. By enrolling you agree to the following terms.
ESA and PEP Users: To comply with state funding rules the full 10-month school year payment is due upfront at enrollment.
Private Pay: Monthly payments are processed via automatic debit on your enrollment date each month.
Refund Policy: Due to the immediate costs of state compliance filings, curriculum curation and institutional ID issuance all payments are non-refundable. Please review your tier selection carefully before enrolling.
Cancellation: You may cancel at any time through your dashboard. Cancellation stops all future billing but does not generate a refund for the current billing period or any upfront payment already made.
5. Institutional Status & Homeschool Compliance
Accreditation Status Luminari is a [registered / pending registration as of 4.13.2026] Florida Private School operating under s. 1002.42, F.S. and serves as a national school of record. Luminari is currently a non-accredited institution. Our transcripts are designed to be college-ready and our records are built to meet state compliance standards. Families are responsible for confirming that our framework meets the specific requirements of their home state's high-regulation districts.
What We Provide We issue professional certified transcripts, attendance records and complete academic documentation for every enrolled student.
Sovereign Responsibility The parent remains the primary instructor and Sovereign Leader of the child's education. Luminari provides the framework, compliance engine and institutional records. You make all final decisions about curriculum, instruction and your child's learning path.
6. BACKGROUND SCREENING STATEMENT
All Luminari team members, contractors, and any personnel with direct student or family contact have completed Level 2 background screening in accordance with Florida Statute 1012.32. Background checks are conducted through the Florida Department of Law Enforcement (FDLE) and include fingerprinting, criminal history review, and sex offender registry checks. Screenings are completed prior to engagement and are renewed every five years. Luminari maintains all screening records on file and available for review upon request by authorized parties
7. HEALTH, SAFETY & WELFARE COMPLIANCE
Luminari Education, LLC is committed to the health, safety, and welfare of every student and family we serve. As a fully online School of Record, Luminari does not operate a physical campus where students attend in person. Our compliance obligations are met as follows:
Student Records and Privacy: All student educational records are maintained in compliance with the Family Educational Rights and Privacy Act (FERPA) and the Children's Online Privacy Protection Act (COPPA). Parental consent is obtained before collecting any personal information from students under 13.
Immunization Records: Because Luminari operates as a 100% online institution, students are not required to submit Florida Department of Health Form 680 for on-campus attendance. Families who wish to maintain immunization records within their student file may do so voluntarily.
Mandatory Reporting: All Luminari personnel are informed of their obligations under Florida law as mandatory reporters of suspected child abuse, neglect, or abandonment. Any concerns are reported immediately to the Florida Abuse Hotline at 1-800-962-2873.
Misconduct Reporting: In accordance with Florida Statute 1002.42, any parent, student, or community member who suspects misconduct by a Luminari team member that affects the health, safety, or welfare of a student may report it directly to the Founder at hello@luminari.school or by calling the Florida Department of Education at 1-850-245-0505.
Online Safety: Luminari employs industry-standard encryption, access controls, and data security practices to protect all student and family information transmitted through our platform. Our technology infrastructure is designed to prevent unauthorized access to educational records and personal data.
8.FINANCIAL ACCOUNTABILITY & AUDIT READINESS
Luminari Education, LLC maintains full financial transparency and accountability in accordance with the requirements of Florida's scholarship programs and applicable state and federal law.
Recordkeeping: Luminari maintains complete and accurate financial records including all tuition payments, scholarship disbursements, operating expenses, and contractor compensation. Records are retained for a minimum of five years and are available for inspection by authorized state agencies upon request.
Scholarship Fund Management: All tuition payments received through Education Savings Accounts (ESA), the Personalized Education Program (PEP), ClassWallet, or any other state scholarship program are processed and recorded separately from private-pay tuition. Luminari maintains clear documentation of the source of each payment for audit and reporting purposes. Scholarship-funded tuition covers the same enrollment services provided to all Luminari families.
Annual Compliance: Luminari completes all required annual reporting to the Florida Department of Education, including the annual private school survey and any additional documentation required for scholarship program participation.
Audit Cooperation: Luminari will cooperate fully with any financial audit or review conducted by the Florida Department of Education, Step Up For Students, ClassWallet, or any other authorized oversight body. All requested documentation will be provided within the timeframe specified by the reviewing agency.
Tax Compliance: As a Florida LLC, Luminari maintains all required state and federal tax filings. Contractors receive appropriate 1099 documentation annually in accordance with IRS requirements.
